Deli Serdang Strengthens Management of Outstanding Receivables

DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government is strengthening the management and settlement of regional receivables through an information session on handling non-performing receivables. The event was held on Thursday, August 20, 2026, at the Cendana Hall of the Deli Serdang Regent's Office. It is part of the regency government's efforts to improve regional officials' understanding of receivables management while strengthening proper administration and responsible management of public finances.

Deli Serdang Assistant for Economic and Development Affairs, Hendra Wijaya, opened the event, which was organized by the Deli Serdang Regency Communication, Informatics, Statistics and Encryption Agency in collaboration with the Medan State Asset Management and Auction Service Office (KPKNL).

The information session focused on procedures for handling non-performing receivables, including collection efforts, the write-off of receivables, and the settlement of state or regional government losses. The Deli Serdang Regency Government emphasized that a shared understanding among government agencies is necessary to ensure that every receivable is properly recorded, tracked and handled in accordance with applicable regulations.

Receivables Management to Boost Regional Revenue

Hendra Wijaya expressed his appreciation for the support provided by KPKNL Medan, which has supplied the Deli Serdang Regency Government with technical information and guidance. He stressed that public administration should not view receivables solely as a matter of collection, but also as part of efforts to strengthen Regional Original Revenue (PAD).

According to Hendra, receivables management is also linked to the follow-up of audit findings issued by the Audit Board of the Republic of Indonesia (BPK) and the Financial and Development Supervisory Agency (BPKP). Regional agencies must therefore ensure that all outstanding obligations receive the necessary attention and are clearly followed up.

"Through this information session, we hope all participants will gain a clearer understanding of the procedures for handling and writing off receivables, as well as resolving state or regional government losses," he said.

Hendra subsequently called on all regional agencies to inventory outstanding receivables and follow up on the circumstances surrounding them. These include receivables from telecommunications tower fees, Building Construction Approvals (PBG), as well as obligations arising from audit findings.

The inventory process is necessary to establish the exact status of each receivable. Officials must review the relevant documents, identify the parties responsible for payment and determine why the respective payments have not yet been made.

"Once a regional levy assessment has been issued, it creates a receivable. We now need to determine whether the applicant ultimately did not proceed with construction, changed the building plans, or whether there are other issues that have caused the obligation to remain unpaid," he explained.

The statement underscores the importance of regional agencies understanding the process through which a receivable arises from the outset. Careful examination can establish the specific circumstances of each receivable and enable the authorities to take appropriate steps toward settlement.

KPKNL Offers Guidance on Receivables Cases

Head of KPKNL Medan Heri Supriyanto explained that KPKNL can assist regional governments with receivables whose collection has already been pursued extensively by the responsible agencies but has remained unsuccessful. However, the transfer of further handling to KPKNL must meet the applicable criteria and regulations.

Heri encouraged regional agencies not to hesitate to seek professional advice when encountering problems in receivables management. In his view, directly discussing specific cases and the relevant documentation can help the regency government better understand the necessary next steps.

"If there is a specific case, bring it directly to us. Ask what documents are required. If you need examples or drafts, you can request them from us. We are ready to help," he said.

KPKNL Medan also provides consultation and assistance to the Deli Serdang Regency Government. Through this support, regional agencies can jointly review their receivables documentation, allowing explanations and solutions to be developed for individual issues in accordance with applicable regulations.

The consultation is an important part of strengthening cooperation between the regency government and KPKNL. It enables regional agencies to gain not only theoretical knowledge through the information session, but also practical assistance in addressing specific problems encountered in their day-to-day receivables management.

Stronger Accountability in Financial Management

The Deli Serdang Regency Government views receivables management as part of its efforts to improve regional financial administration. The government must have accurate information on the amount and status of receivables so that collection, settlement or write-off measures can be planned in accordance with applicable regulations.

The inventory process also helps regional agencies distinguish receivables that still have collection potential from those requiring further action. This is intended to prevent receivables from accumulating without clear follow-up measures.

Cooperation with KPKNL Medan is expected to help accelerate the settlement of regional receivables where collection efforts have encountered obstacles. At the same time, the regency government can improve the quality of its administration by ensuring that every stage of the process is supported by adequate documentation and an appropriate legal basis.

In addition to promoting proper administration, the move strengthens accountability in the management of regional finances. The government can account for each receivable based on clear data and documentation while ensuring that the necessary follow-up measures are carried out in accordance with applicable regulations.

Through the information session and the consultation services offered, the Deli Serdang Regency Government is calling on all regional agencies to take a more active approach to reviewing and following up on outstanding receivables. At the same time, agencies have the opportunity to coordinate with KPKNL Medan on cases requiring further action.

The effort is not intended to end with the information session, but to continue through the inventory process, document reviews, collection and settlement of each receivable according to its specific circumstances and applicable regulations.
