ACCELERATING REGIONAL TAX REVENUE OPTIMIZATION: Deli Serdang Regent dr H Asri Ludin Tambunan calls on relevant regional government units to accelerate the optimization of regional tax revenue, which reached Rp903.48 billion by the end of the third quarter of 2026.

DELI SERDANG | INDATANEWS.COM - Regional tax revenue in Deli Serdang Regency reached Rp903.48 billion by the end of the third quarter of 2026, representing 80.02 percent of the target of Rp1.129 trillion. The figure was an increase of Rp45.73 billion compared with the same period in 2025, when tax revenue stood at Rp857.75 billion.

The Deli Serdang Regional Revenue Agency reported the development during a coordination meeting with several relevant regional government organizational units to discuss the realization and optimization of regional revenue. The meeting was held on Thursday, October 8, 2026, at the Cendana Hall at the Deli Serdang Regent's Office.

The meeting was part of the Deli Serdang Regency Government's efforts to evaluate regional revenue performance while formulating measures to accelerate revenue collection and achieve the annual target by the end of 2026. Particular attention is being given to several revenue sources that still have significant potential for improvement.

Several Tax Categories Exceed 90 Percent

As of September 30, 2026, several regional tax categories recorded high realization rates. The Rural and Urban Land and Building Tax reached 94.51 percent of its target, followed by the Groundwater Tax at 93.53 percent.

The tax on certain goods and services in the food and beverage sector reached 91.80 percent of its target. In the hotel sector, realization of the tax stood at 88.75 percent. Meanwhile, the surcharge on the Motor Vehicle Ownership Transfer Fee reached 105.85 percent of the established target.

These results show that several sectors are already making a significant contribution to regional tax revenue. At the same time, the Deli Serdang Regency Government needs to strengthen monitoring and collection efforts for tax categories whose realization remains below their existing potential.

Particular attention is still required for the Acquisition Duty on Rights to Land and Buildings, known as BPHTB. As of September 2026, revenue from this tax amounted to only Rp160.46 billion, or 53.49 percent of the Rp300 billion target.

This situation has prompted the Deli Serdang Regency Government to take more targeted measures to identify revenue potential, strengthen tax compliance and ensure that all tax obligations can be collected in accordance with applicable regulations.

Regent Calls for Accelerated Optimization

Deli Serdang Regent dr H Asri Ludin Tambunan called on all relevant regional government units to accelerate revenue collection, particularly from sources that still have substantial potential for optimization.

"We must view this development as motivation to work even faster. There is still time until the end of the year. Therefore, existing revenue potential must be fully identified, followed up and monitored. Decisive measures can also be taken to strengthen tax compliance," he emphasized.

Asri Ludin said the remaining time until the end of the year must be used optimally by all regional government units. Identification of potential, monitoring, collection and further follow-up with taxpayers must be carried out in an integrated manner so that the regional government can increase revenue without disregarding applicable regulations.

In his view, optimizing regional revenue is not merely about achieving predetermined revenue targets. The regional government must also ensure that tax collection is made easier for residents and businesses.

"Ultimately, regional revenue must benefit the people through development and public services. Therefore, every potential source of revenue we develop must be managed simply, orderly, transparently and in accordance with applicable regulations," he said in closing.

Asri Ludin further said that increased regional revenue must be accompanied by improvements in the quality of public services. In this way, residents can clearly see the connection between their tax obligations and the benefits generated for regional development.

Bapenda Strengthens Tax Monitoring

The Head of the Deli Serdang Regional Revenue Agency, Sri Armayani, said her agency was preparing several measures to accelerate the achievement of the regional tax revenue target by the end of 2026.

Bapenda will strengthen the use and integration of real-time Tapping Box and Point of Sale (POS) systems. In addition, transaction monitoring through a dashboard will be intensified to improve oversight of tax revenue.

The agency is also updating its taxpayer database so that information on tax objects and taxpayers can be recorded with increasing accuracy. This measure will be complemented by audits of taxpayers with low compliance levels, as well as active and phased collection efforts.

According to Sri Armayani, strengthening the database and monitoring transactions are crucial to identifying the region's existing revenue potential more accurately. Digital systems can also help the regional government monitor taxable transactions more quickly.

"In particular, for BPHTB, Bapenda is strengthening coordination with land deed officials and notaries, pursuing the collection of outstanding tax arrears and accelerating the issuance of billing codes. At the same time, we continue coordination with the relevant KPP Pratama as part of joint monitoring," she said in closing.

Coordination with land deed officials and notaries is one of Bapenda's measures to strengthen oversight of transactions related to BPHTB. In addition, Bapenda is working to accelerate the handling of tax arrears and the issuance of billing codes so that payment processes can be carried out more effectively.

Coordination with the relevant KPP Pratama tax offices will also continue as part of joint monitoring. The measure is intended to improve information exchange and support revenue optimization from tax sources whose targets have not yet been achieved.

With realization reaching Rp903.48 billion by the end of the third quarter, the Deli Serdang Regency Government still has time to close the remaining gap of approximately Rp225.52 billion against the Rp1.129 trillion target. The regional government must maintain the revenue growth trend while further maximizing tax sources with low realization rates.

Revenue optimization is expected to strengthen the region's fiscal capacity, providing the regional government with greater financial flexibility to fund development programs and improve public services.

Also attending the meeting were Deli Serdang Deputy Regent Lom Lom Suwondo SS, Deli Serdang Regional Secretary Dedi Maswardy, as well as heads of regional government organizational units and district heads within the Deli Serdang Regency Government. (IDNC)
