Medan Strengthens Sectoral Statistics for Data-Driven Development

STRENGTHENING DATA-DRIVEN DEVELOPMENT: Deputy Mayor of Medan, Zakiyuddin Harahap, opens the interview assessment session for the Evaluation of Sectoral Statistics Implementation (EPSS) as a step toward strengthening data-driven development within the Medan City Government.

MEDAN | INDATANEWS.COM - The Medan City Government continues to strengthen the implementation of sectoral statistics as a foundation for achieving data-driven development. This initiative reflects the city administration's commitment to improving public policy implementation through accurate, integrated, and accountable data management.

This commitment was conveyed by Deputy Mayor of Medan, Zakiyuddin Harahap, during the opening of the interview assessment session for the Evaluation of Sectoral Statistics Implementation (Evaluasi Penyelenggaraan Statistik Sektoral/EPSS) conducted by the Assessment Team (TPB) from the Central Statistics Agency (BPS) of Karo Regency on Thursday, July 17, 2026, through a virtual meeting.

The event was also attended by Head of Medan City Development Planning Agency (Bappeda) Ferry Ichsan, Head of Medan City Communication and Informatics Agency (Diskominfo) Arrahmaan Pane, Acting Head of Medan City Health Office Surya Syahputra Pulungan, Head of BPS Medan Hafsyah Aprillia, representatives from various Medan City Government agencies, the TPB team from BPS Karo Regency, and the sectoral statistics advisory team from BPS Medan.

Zakiyuddin appreciated the evaluation conducted by BPS, particularly by the TPB team from BPS Karo Regency. He stated that EPSS represents a strategic momentum to strengthen the national statistical ecosystem and improve data governance within regional administrations.

"EPSS does not only measure compliance with statistical regulations but also serves as an instrument to improve the quality, relevance, and accessibility of statistical data, which becomes the foundation for formulating public policies," Zakiyuddin said.

He emphasized that sectoral statistics play an important role in development program planning. High-quality data enables the government to make decisions more accurately, measurably, and in accordance with the needs of the community.

Satu Data Kota Medan as a Digital Transformation Priority

Zakiyuddin explained that the Medan City Government has established the implementation of sectoral statistics and the development of Satu Data Kota Medan as strategic priorities in supporting administrative digital transformation.

This policy was strengthened through Medan Mayor Regulation No. 31 of 2021 concerning Satu Data Kota Medan. The regulation encourages the integration of data from various government agencies so that the information produced becomes more accurate, consistent, and easier to utilize for development planning.

As the Data Steward (Wali Data), the Medan City Communication and Informatics Agency continues to provide training and assistance related to sectoral statistics for all government agencies. These efforts aim to improve the capacity of each organizational unit in producing quality, accurate, and timely data.

The commitment to building a data-driven culture was also demonstrated through the signing of the Data Driven Leadership Integrity Pact by all heads of organizational units in November last year. This initiative reflects the seriousness of the Medan City Government in making data the primary foundation for every decision-making process.

These efforts have produced positive results. The Statistical Development Index (Indeks Pembangunan Statistik/IPS) of Medan City increased from 2.20 in the "adequate" category in 2023 to 2.94 in the "good" category in 2024. This achievement also represents the highest score in North Sumatra Province.

Agency Collaboration Improves Regional Statistical Quality

Zakiyuddin stated that the improvement in the IPS score could not be separated from the collaboration among various stakeholders. These include the Medan City Communication and Informatics Agency as the Data Steward, Bappeda as the chair of the Satu Data Kota Medan Forum, and government agencies selected as EPSS assessment locations this year.

Two agencies became the focus of the evaluation: the Medan City Health Office and the Office of Women Empowerment, Child Protection, Population Control, and Family Planning (DP3APMP2KB) of Medan City.

During the assessment process, the Medan City Health Office presented the 2024 Health Profile statistical compilation. Meanwhile, DP3APMP2KB presented the 2025 Gender Profile statistical compilation as part of the implementation of sectoral statistics within the Medan City Government.

According to Zakiyuddin, the involvement of government agencies in providing sectoral data is a crucial component in building a modern governance system. Complete and high-quality data strengthens public services and supports the realization of Medan as a smart city.

"This achievement is the result of collaboration between the Medan City Communication and Informatics Agency as the Data Steward, Bappeda as the Chair of the Satu Data Kota Medan Forum, and the agencies involved in this year's EPSS assessment," he explained.

He also encouraged all government agencies to continue maintaining their commitment to developing an integrated and sustainable statistical ecosystem supported by modern data infrastructure.

BPS Supports Strengthening of Medan's Data Ecosystem

Head of BPS Medan Hafsyah Aprillia explained that EPSS is an instrument used by BPS to measure the maturity level of sectoral statistics implementation within regional governments.

Through this evaluation, BPS expects statistical data governance within the Medan City Government to continue improving, enabling the production of accurate, updated, integrated, and accountable data.

According to Hafsyah, the main outcome of EPSS implementation is the Statistical Development Index (IPS), which holds strategic importance. In addition to serving as a performance indicator for BPS in promoting sectoral statistics, IPS also functions as one of the key performance indicators for the Medan City Government, coordinated by the Communication and Informatics Agency as the Data Steward.

Hafsyah expressed hope that all agencies involved in the interview process would provide objective information and share various best practices in implementing sectoral statistics.

"The success of EPSS is not only the achievement of BPS or the Communication and Informatics Agency as the Data Steward, but also the achievement of the entire Medan City Government in building a strong and integrated data ecosystem that supports targeted decision-making," she said.

Through the implementation of EPSS, the Medan City Government hopes that the quality of sectoral statistics can continue to improve. Strengthening the data system is expected to become one of the main pillars in realizing transparent, effective, and community-oriented digital governance. (IDNC)
