MEDAN | INDATANEWS.COM - The Provincial Government of North Sumatra has reported a positive fiscal outcome for the 2025 budget year. Governor Bobby Nasution presented the draft Regional Regulation (Ranperda) on the Accountability Report for the Implementation of the Regional Budget (APBD) during a plenary session of the North Sumatra Regional House of Representatives (DPRD) on Wednesday, July 1, 2026. The report recorded a budget surplus of Rp 521.494 billion.
The official session was held at the DPRD plenary chamber of North Sumatra, marking an important moment for the transparent disclosure of the region's financial condition to the legislature.He stated that total realized revenue in 2025 reached Rp 12.027 trillion, equivalent to 95.87 percent of the target of Rp 12.546 trillion. The revenue was derived from locally generated income, transfer funds, and other legitimate regional sources.
Total provincial expenditures were recorded at Rp 11.505 trillion, or 92.00 percent of the total budget ceiling of Rp 12.507 trillion. These funds were allocated to operational spending, capital expenditures, contingency spending, and transfer payments supporting various regional development programs.
"If we compare realized revenue and expenditure in 2025, the result is a surplus of Rp 521.494 billion," Governor Bobby Nasution said.
In addition to the surplus, the North Sumatra Provincial Government recorded net financing of Rp 10.992 billion. This brought the remaining budget balance (SiLPA) for 2025 to Rp 532.486 billion.
Governor Bobby emphasized that the financial report had been prepared in accordance with government accounting standards and had been audited by the Audit Board of Indonesia (BPK) of North Sumatra. The audit results were previously submitted during the DPRD session on June 25, 2026.
The province's financial management once again received an unqualified opinion (Wajar Tanpa Pengecualian/WTP) from the Audit Board of Indonesia (BPK RI), marking the twelfth consecutive achievement since the 2014 fiscal year.
Bobby Nasution expressed appreciation to all stakeholders, particularly the DPRD of North Sumatra, for their active oversight and support of governance and development programs."We thank all parties for their hard work and dedication, especially the honorable parliament for carrying out its supervisory function effectively," he said.
He also emphasized the importance of maintaining this achievement through stronger compliance, an improved internal control system, and continued accurate financial reporting.According to him, provincial financial management must be based on the principles of transparency, accountability, and participation in order to achieve a progressive and sustainable North Sumatra.
"The Provincial Government of North Sumatra is committed to consistently implementing and continuously improving a sound financial management system to ensure efficient, effective, transparent, and accountable governance," he stated.The plenary session was chaired by the Speaker of the North Sumatra DPRD, Erni Ariyanti Sitorus. Also present were Deputy Governor Surya, acting Provincial Secretary Sulaiman Harahap, members of the regional parliament, heads of regional organizations, and other invited guests. (IDNC)
